The Directorate of Citizenship and Immigration Control is on the spot for allegedly denying to issue passports to the Children of embattled novelist, Kakwenza Rukirabashaija.

The three children; Rutakwira Mugabe Kakwenza (aged 2 years); Siima Nyinaboona Kakwenza (aged 4 years); and Nina Kayitesti Kakwenza (aged 9 years) applied for passports on 151h February 2022 and did interviews on 10th March 2022.

Through their lawyers, Kiiza and Mugisha advocates the family petitioned the Uganda Human Rights Commission seeking redress.

A letter by the Uganda Human Rights Commission addressed to the directorate on Wednesday 22nd June 2022, indicates the passports office has since February failed to issue passports to the three children.

“The complainants allege that their clients That their clients paid the express processing fee to ensure expedited issuance of their passports. The application was documented under File No. IMT/6785/13 and Receiving Slip No. 218562 (as attached). The petitioners allege that to date their clients have not received their passports. The petitioners further allege that all their efforts to engage the relevant offices have proved futile.” a section of the letter reads.

According to the commission, if the allegations are proved true will be in contravention of Uganda’s laws and an infringement of the rights of the complainants in accordance with Uganda Citizenship and Immigration Control Act.

Kakwenza Rukirabashaija fled the country while on court bail after he was arrested for communications offences related to a series of tweets he posted about President Yoweri Museveni and his son, General Muhoozi Kainerugaba.
